The Government Resolution of 3 March 2022 on Finland's Maritime Policy Action Plan develops, coordinates and implements Finland's maritime policy, implements the objectives of the Government Programme related to maritime policy, and promotes the implementation of the EU's maritime policy in Finland. The key priorities selected for the action plan are the protection of the seas, the maritime cluster, and marine production. Within these priority areas, the action plan includes a total of 44 measures.

The Maritime Policy Action Plan is based on the Government Resolution on Maritime Policy, adopted in 2019. The Maritime Policy Action Plan consists of actions and measures that together seek to attain the key objectives set out in the guidelines and implement the maritime policy of the EU, where applicable.

The work was led by a steering group on maritime policy with representatives of different ministries, appointed by the Prime Minister's Office on 10 January 2020. Comments on the action plan were collected from 16 June to 16 August 2021. The composition of the steering group is presented at the end of the publication.
