Municipalities are a significant part of Finnish society. Digitalization and other external pressures for change underline the importance of information systems for municipalities. New information systems and the development of old ones are causing changes in organizations and resistance to change is related to this. Resistance to change increases the challenges for municipalities in providing quality services to their citizens. The aim of this study is to find out how resistance to change occurs in information system projects of municipalities and organizations such as municipalities, and to find ways to prevent resistance to change. The study was conducted as a literature review and it is built on three main chapters. First, the concepts relevant to the research are defined. This is followed by a review of the literature on resistance to change and its prevention and an integrated model of change resistance. Finally, the model is used to analyze research on information system projects by municipalities and organizations like municipalities, in order to find answers to the research questions. According to the study, resistance to change occurred and was manifested, among other things, by the reluctance to implement new information systems. The reasons for the resistance were in particular the lack of management skills, the negative attitude of colleagues towards the change and the fact that the negative aspects of the change were perceived as greater than the positive. In the future, these issues could be prevented by better addressing the needs of users by involving them at different stages of the change process and by better communicating the positive effects of change.
