Strategiset haasteet julkisen sektorin palveluiden digitalisaatiossa Afrikan maissa

Public sector digitalization has in developed countries moved from electronic archieving and optimizing of processes to digitalization of services directed to citizens and other stakeholders. The broader vision targets at improvements in transparency of decision making, freedom of information and democracy with the help of ICT. This concept, coined as eGovernment, has also been taken to Africa where it could at best decrease corruption and advance equality of democratic influence amongst citizens. However a major proportion of such undertakings have failed either fully or partially. One proposed reason for this is that the Western originated model is being applied as such, without adaptation to the actual local conditions. Furthermore the benefits are being spread unequally amongst the citizens thus deepening the digital divide. This thesis attempts to clarify the special characteristics of the operational environment in Africa that make successful implementation of eGovernment-strategy so challenging. From a strategic perspective these are weak ICT-infrastructure, low level of know-how and unsuitable organizational culture among others.
