Digital inclusiveness in Finland project first produced the conceptual analysis of the digital inclusiveness concept acknowledging different scientific and administrative sectors. The conceptual analysis and the definition of digital inclusiveness is published as an independent interim report (Hänninen et al. 2021b). The report identified six fields of digital inclusiveness: Infrastructure and technological tools; Accessibility; Security and reliability; Skills, Competencies and support; Usability; Use and benefits. Based on the interim report, this report presents a suggestion of metrics to be used in the assessment of digital inclusiveness, a comprehensive overview of the national situation regarding digital inclusiveness and best practices to promote digital inclusiveness. The data of this report includes 43 expert interviews, 12 case study interviews, documentary analysis and material collected from workshops. The project recommends increasing cross-administrative and -sectoral co-operation and to acknowledge all fields of digital inclusiveness in the development of digital services. Moreover, it is important to monitor the development of digital inclusiveness as a whole but also observing different social groups and especially those in the most vulnerable position.
